Director Ling Chong of Shenzhen Social Organizations Administration addressed the opening ceremony of the 2017 China Business Social Responsibility Summit Forum. Director Ling Chong delivered a speech entitled "China's Charity Enters a New Era", which was elaborated from the following aspects:

Firstly, the institutional environment of public welfare charity in China is further optimized. The Charity Law has been promulgated. Shenzhen is also formulating relevant laws and regulations to build a better system of public welfare charity and a legal environment. Secondly, there is still a huge room for China's public welfare charity to rise. Third, China's public welfare and charity sector is expanding dramatically, and we can do more things, such as making our community better, enriching our spiritual and cultural life, and making our environment healthier and more environmentally friendly. China's charitable organizations are not absent from the "one belt and one road" in building a community of human destiny in China. Fourth, charity is attracting talents with its fast-growing charm. The iconic figures, such as Wang Shi and Ma Weihua, have turned from business leaders to charity leaders. Officials have Chen Xingjia in front of them, and Yu Zhisheng has abandoned government successively, which represents the great charm of Chinese philanthropy. Fifthly, the new climate is the flourishing innovation of Chinese philanthropy, such as social influence investment, social enterprises, charitable trust, fund established by donors, innovation in mobilization mechanism, Tencent 99 Public Welfare Day. This innovation integrates many elements of Commerce and public welfare across borders. The value that this innovation can create in the future is limitless.
